Past editions

The Pilot training Course was held from 3-7 March 2008 in Caserta. It was an initiative implemented within the framework of the Agreement between the Dipartimento della Funzione Pubblica (Department of Public Administration) and the Scuola Superiore della Pubblica Amministrazione - SSPA, entitled "The promotion of coordinated initiatives to implement the Lisbon 2000 objectives for training senior civil servants from the Italian State and other European Union countries".

It followed the positive experience of the Patent Project (Public Administration Training European Network for the Harmonization of Training Approach) funded by the Leonardo Da Vinci programme of the European Commission.

The main goals of the project were to develop shared knowledge, key skills and competences among middle rank civil servants of National Public Administrations in order to increase and improve collaboration and their mobility within the European Union countries.

It was held from March 3-7, 2008 in Caserta with 26 participants: 19 Italians and 7 coming from the partner countries. The training program was organized with a "blended" approach: 24 hours e-learning and 27 hours in class lectures. The e-learning preparation took place in February 2008 and allowed all participants to gain the necessary general background for the following in-class sections. The residential training, provided a more in-depth insight of topics related to EU institutions and legal framework, managerial tools and behaviours, ethics, statistics and economics. The training also included specific lectures focused on selected EU member states political and legal framework: France, Poland, United Kingdom and Italy.
Given the overall satisfaction and positive rating of the topics tackled and the added values of the modules and country specific sections a second edition was organized in Caserta from May 18-22, 2009. The number of participants increased to 54, thanks to the participation of new partner schools such as BaKoV in Germany and KSZK in Hungary and from senior civil servants coming also from the European Institutions. The structure and quality of the training remained similar to the first pilot course but a new country specific modules on Germany has been implemented and discussions and participation was encouraged by dividing students into smaller working groups during the in class session.
