The 3rd European Civil Servants Course is organized, following the positive experience of the Pilot Training Project held in Caserta in March 2008, and the most recent 2nd edition held in May 2009. It will be implemented within the framework of the Agreement between the Dipartimento della Funzione Pubblica (Department of Public Administration) and the Scuola Superiore della Pubblica Amministrazione - SSPA, entitled "The promotion of coordinated initiatives to implement the Lisbon 2000 objectives for training senior civil servants from the Italian State and other European Union countries

Who is it for?
The ESCS is for Senior Civil Servants or people aspiring to managerial positions in public administration. The course aims at improving competences, networking skills and knowledge for those officials who have regular exchanges with their European counterparts or those interested in working in the Public Administration of another EU Member State. This type of mobility scheme will enhance your career development and will provide you with a unique experience in an international and highly professional environment.

What will I gain?
The ESCS is an innovative model of transnational training and networking, thanks to the active involvement of European schools and institutes of public administration from 9 countries.
This course will give you essential grounding in the workings of government and the civil service in another EU Member State and help you develop your skills in people and change management. You will also gain EU influencing skills and competences in understanding European economic and statistical data and major economic trends.
You will benefit from the latest thinking and up to date case studies reflecting today's European agenda.
The ESCS will provide you with the knowledge you need in order to communicate and work effectively across cultural differences.


What will I learn?
The course includes both e-learning and in class components and it is organised around the following five subject areas:
  • EU institutions and legal framework
  • EU Member States political and legal framework
  • Managerial tools and behaviour
  • Ethics
  • Statistics and economics
  • Country - specific insight on institutional and economic issues (France, Germany, Greece, Hungary, Italy, Poland, Spain and United Kingdom)


Global horizontal issues such as sustainable development and climate change, access and diversity will be addressed within different working groups.
The e-learning part will last six weeks and will be interactive, with full tutorial assistance to users and interaction via a "forum café" and a "technical forum".
The in class section will be highly participative over five days and will take place in Caserta (Italy) at the SSPA premises on 23 to 27 November 2009. The course will be run in English by high-level practitioners and lecturers from different European backgrounds. The training group will be composed of around 60 senior civil servants from different European public administrations. A final certificate, validated by the partner schools and institutions, will be delivered at the end of the course.
